make necessary arrangements for insurer loss prevention services and substance abuse testing.
Analysis of subcontractor bidders using the Contractors' Pre‐Bid Safety Questionnaire.
Consider loss prevention requirements in planning and allocation of labor, materials, equipment and
the scheduling of jobsite activities.
Monitoring of ongoing program, loss prevention inspection reports, incident reports, holding
supervision and site management accountable for compliance with written programs and support
for loss prevention activities.
When applicable, some of these duties may be assigned to the First Aid Technician or to an Site HSE
Supervisor

8.3 Operations Manager
Responsible and accountable for project safety and for working with all applicable departments, the
client, and assigned project staff to ensure that from project inception to contract completion
adequate resources and top management support are provided for necessary loss prevention
activities. This includes proper staffing, financial support, and management support for necessary
actions taken.
Ensure that all project requirements for safety are being implemented by project team members.
8.4 Project Manager
Has the responsibility of implementing the HSE policies and programs on the project. Business Unit
Management holds the Project Manager accountable for the overall performance of the project site
safety & health.
Ensures that all supervision subcontractors and personnel who report to him/her are held
accountable for the HSE performance in their respective areas.
On a frequent basis, reviews the safety program established on the project and reviews, with the
HSE Department and senior supervision, the HSE performance of the project.
Reviews the Monthly HSE Performance Report for the project and forwards this report to the HSE
Dept. This report includes the project HSE statistics, loss prevention inspection ratings and a
description of plans and programs to be implemented during the next month to correct problem
areas.
Actively participates in the HSE program. This is a job requirement and improves the HSE program’s
overall impact and effectiveness.
8.5 Site HSE Supervisor
Reports directly to the Operations Manager and receives support from the home office HSE
Department.
Establishes and maintains all safety and health record‐keeping systems.
Conducts project HSE inspections and reports infractions to the applicable supervisor and the
Project Manager and subsequently inspects to see that infractions are corrected.
