Conducts investigations of all lost‐time accidents, significant first aid cases, "near‐misses" and/or
damage to property or equipment. Completes an analysis of each Incident Investigation Report and
reports any serious injury as required. When requested by the Legal Department, will assist with
fatal accident investigation.
Completes the Employer's First Report of Injury after receiving the Incident Report from the
applicable line supervisors. Follows up on all injuries to ensure proper care and to minimize
litigation.
Conducts the safety orientation program for new employees and subcontractors.
Assists Project Manager in conducting regular monthly project safety meetings. Prepares minutes
and circulates to supervisors on site.
Assists with safety seminars and training.
Writes monthly reports to the HSE Manager highlighting HSE activities, accidents and safety
infractions. Safety statistics and analyses, as well as actions taken to correct safety problems, are
also included in the report.
Supervises medical facilities, medical records setup and retention, and sets up procedures and
training for emergencies, including serious accidents, fire, evacuations, etc.
Surveys project and purchase orders for hazardous substances, maintains MSDSs, monitors
employee exposure to toxic substances and establishes a training program as required to meet
OSHA, client and Company requirements.
Coordinates project site HSE recognition program and initiates activities that stimulate and maintain
employee interest.
Establishes a project fire prevention program. Inspects for fire hazards and checks the fire‐
protection equipment.
Coordinates the project fire prevention program with the local city fire department and, where
applicable, the client's program.

A Letter of Appointment and Authority (Appendix 2) shall be provided to the HSE Supervisor upon
assignment of duties. Copies of the Letter of Appointment and Authority should be provided to the all
superintendents and functional area managers.
9. SAFETY PROGRAM OVERVIEW
This overview is a summary of Sama Global's HSE process as detailed in this Manual and the basis for a
Project Site Safety & Health Plan developed for each project. The Project Site Safety & Health Plan is
developed as part of an overall project HSE plan.
9.1 Management Commitment
Sama Global has a strong commitment to an effective safety and accident prevention program, together
with the moral and legal responsibilities of providing safe working conditions at all sites. The program
described in this section is backed by corporate management, administered by Sama Global's field
supervisory staff, facilitated by the field HSE Representative and monitored by the HSE Dept.
9.2 Program Administration
It is Sama Global's policy to vest responsibility for the implementation of the safety program with the senior site
representative. For each project, this responsibility rests with the Project Manager. Day‐to‐day operations
