Layout Plans for Temporary Facilities
Emergency Response Plans
Emergency plans to ensure employee safety in case of fire or other emergency shall be
prepared, in writing, and reviewed with all affected employees. Emergency plans shall be tested
to ensure their effectiveness.
Emergency plans shall include provisions for:
i. Fire Fighting
ii. Spill Response
iii. Wild Land Fire Prevention/Response
iv. Man Overboard/Abandon Ship
Hazard Communication Program (including inventory of hazardous materials)
Respiratory Protection Plan
Health Hazard Control Program
Lead Abatement Plan
Asbestos Abatement Plan
Abrasive Blasting
Confined Space Program
Hazardous Energy Control Plan
Critical Lift Plan
Contingency Plan for Severe Weather
Access and Haul Road Design Plan
Equipment usage, traffic density, and hours of operation.
Road layout and widths, horizontal and vertical curve data, and sight distances.
Sign and signalperson requirements, road markings, and traffic control devices.
Drainage controls.
Points of contact between vehicles and the public, and safety controls at these points of
contact.
Maintenance requirements, including roadway hardness and smoothness and dust control.
Demolition Plan (engineering and asbestos and lead surveys)
All asbestos and lead must be identified prior to the commencement of demolition of a facility.
